ERIE, Pa., Sept. 3, 2025 /PRNewswire/ — The Erie County Prison and their correctional healthcare partner, Armor Health (ArmorHealthcare.com), are pleased to announce the expansion of Medical services to include Mental Health services and Drug and Alcohol Treatment Programs. By administering medications for opioid use disorder (MOUD), this initiative aims to reduce overdose risk and improve overall health outcomes, leveraging national best practices for treating substance use disorders in correctional settings.

Armor began medical services for the Prison in December of 2023, and the success of the program in improving care created the confidence for Erie County to add these additional services. Launched in partnership with Warden Mike Holman and his leadership team, the addition of these services allows Armor to provide a truly integrated and comprehensive health care program to deliver quality care for the patients in the Erie County Prison.

“We commend the Erie County Prison leadership for recognizing Armor’s excellent performance providing quality medical care and adding these services to our partnership to allow us to impact the patient population with a holistic and comprehensive care program.” Said Armor CEO Otto Campo.

“Mental Health and Substance Abuse services at Erie County now begin immediately upon booking into the prison, with medical personnel conducting thorough intake screenings to identify substance abuse disorder (SUD) and opioid use disorder (OUD) early and begin care without delay” says Armor’s Chief Medical Officer, Dr. Jimmy Fernandez.

Dr. Fernandez added…”Continuity of care with Erie community providers is a cornerstone of the program. If a patient is already enrolled in a community-based Opioid Treatment Program (OTP), treatment is continued seamlessly during incarceration”.

Armor’s program utilizes a holistic, medically supported recovery model that combines FDA-approved medications for OUD with behavioral therapy and individualized counseling. The program supports successful reentry and reduces recidivism by coordinating warm handoffs back to community care teams at the time of release, addressing both the clinical and social factors that contribute to relapse and reoffending.
