    US approves IPMDA sale to India

    The US State Department has approved a potential $131m foreign military sale of Indo-Pacific Maritime Domain Awareness (IPMDA) software to India.  

    India’s government seeks to procure the SeaVision software, which encompasses requested enhancements. 

    The sale also includes Technical Assistance Field Team training, remote software and analytic support, access to documentation, and other related logistics and programme support elements.  

    SeaVision, a web-based tool, is designed to enhance maritime operations, security, and community partnerships by enabling the sharing and viewing of extensive maritime information. 

    The tool also features user-defined, rules-based analytics that alert users to specific maritime activities or events.  

    This proposed sale is seen as a reinforcement of the strategic relationship between the US and India, aligning with the foreign policy and national security objectives of the US.  

    It aims to improve India’s security and strategic posture in the Indo-Pacific and South Asia regions by enhancing its maritime domain awareness and analytical capabilities.  

    The integration of these articles and services into the Indian armed forces is expected to be seamless, without impacting the regional military balance. 

    Hawkeye 360 has been identified as the principal contractor for the sale. 

    Since late 2022, HawkEye 360 has collaborated with the IPMDA programme as a commercial ally. This initiative is dedicated to delivering joint technology solutions, educational resources, and intelligence regarding nautical operations throughout the Indo-Pacific area.  

    The overarching aim of the programme is to foster an environment in the Indo-Pacific that is characterized by transparency, stability, and economic growth. 

    In October 2023, the company secured a Phase II contract from the US to support the IPMDA. 

    The Defense Security Cooperation Agency has fulfilled its obligation by notifying Congress of the potential transaction. 

    According to GlobalData, India’s defence expenditure is on an upward trajectory, projected to increase from $77.24bn in 2025 to $89.35bn in 2029, growing at a compound annual growth rate of 3.7%. 

    In February 2025, Ultra Maritime partnered with Bharat Dynamics to jointly produce US-grade sonobuoys in India.
