
Damen Naval has entered into a contract with De Jong & Lavino, a steel supplier based in the Netherlands, for the supply of steel required to build the Colombian Navy’s Plataforma Estratégica de Superficie (PES) frigate.
As part of the contract, De Jong & Lavino will supply approximately 1,325 metric tonnes of steel plates and profiles.

These materials will be transported in various consignments from the Netherlands to the Cotecmar shipyard in Cartagena, Colombia, under a Cost and Freight (CFR) arrangement, a statement from Damen Naval’s LinkedIn page said.
The agreement consolidates the procurement of steel into one comprehensive contract that spans from 2025 to 2027.
The delivery schedule is designed to coincide with Cotecmar’s production timeline to facilitate an efficient building process.
Damen Naval project director Jasper Oreel said: “This is a great step forward, as De Jong & Lavino will be providing the steel materials required to start construction in Colombia. All stakeholders are eagerly working towards PES taking shape.”
The PES frigate is derived from Damen’s SIGMA 10514 design and will be adapted to fulfil the specific operational requirements of Colombia.
The anticipated delivery date for the frigate to the Colombian Navy is set for 2030.
With dimensions measuring 107.5m in length and 14.02m in width, the vessel’s completion will position Colombia as the third Latin American nation capable of constructing such advanced naval ships locally, following Mexico and Brazil.
The collaboration between Cotecmar and Damen Naval, and subsequently with De Jong & Lavino, demonstrates Damen Naval’s strategy of leveraging global expertise across design, supply chain management, and project execution.

Earlier in 2025, Damen Naval also appointed Alewijnse as its main partner for electrical system integration on the PES frigate project currently in development.
